What is officially confirmed:

For years, KMTC students were excluded from HELB funding entirely. This is because KMTC falls under the Ministry of Health, not the Ministry of Education — while HELB has historically only funded university and TVET students under the Education docket. This structural gap forced many KMTC students to rely entirely on family resources or private financing.

That is now officially changing.

President William Ruto directed Education Cabinet Secretary Julius Ogamba on April 14, 2026 to ensure KMTC students are incorporated into government financing. He reaffirmed this commitment again on June 23, 2026, confirming KMTC students would be eligible to apply for HELB funding.

This reform is tied to the Tertiary Education Placement and Funding Bill, currently still before Parliament. The Bill proposes consolidating HELB, the University Fund, the TVET Funding Board and KUCCPS into a single national financing framework — so all tertiary students, regardless of institution, are funded through one coordinated system.

According to HELB directly: Applications for the 2026 funding cycle are expected to open in July, after KUCCPS completes its placement process. Both newly admitted and continuing KMTC students are expected to be eligible once applications open. First disbursements are expected in September 2026, aligned with the start of the next academic semester.
